Zawya - Press Releases: Voya Development announces it has obtained ministerial approvals and begun implementation of the ZAT Community and COY Sheikh Zayed projects.
Voya Development Real Estate Investment Company announced that it has obtained the ministerial decrees for its two projects, ZAT Community in 6th of October Gardens and COY Sheikh Zayed, following the issuance of Ministerial Decree No. (8) of 2026 for the ZAT project, and Ministerial Decree No. (53) of 2026 for the COY project.
The company confirmed that the ministerial decisions were issued after the completion of all legal procedures and required documents, in accordance with the laws regulating urban development, thus ensuring clarity of the legal position of the two projects before the implementation phases begin.
Voya Development explained that the company’s work teams have already begun preparing for the implementation phase of the ZAT and COY projects, with construction work set to begin soon after the final executive permits are obtained, according to a clear timetable that ensures adherence to implementation dates. Total investments for the two projects have been allocated to reach 9.5 billion pounds, with 5 billion pounds allocated to the “ZAT” project and 4.5 billion pounds to the “COY” project.
In this context, Essam Al-Najjar, Chairman of the Board of Directors of the company, stated that obtaining the ministerial decisions with their official numbers represents a fundamental step within the company’s approach based on moving in steady and deliberate steps, starting from completing the correct legal procedures, through planning, and reaching the actual implementation on the ground.
He pointed out that the company is preparing to launch two projects in the Green Belt and one project in the Green Revolution, the details of which will be announced during the first half of 2026. He explained that the two Green Belt projects will offer diverse models of villas for the first time, in addition to residential units, as well as commercial and administrative activities and hotel apartments, in order to meet the needs and aspirations of customers and raise the investment value of the projects, thus enhancing the company’s presence in the Egyptian real estate market.
For his part, Shehata El-Sayed, the company’s CEO, confirmed that Voya Development is currently working on completing all the technical and executive requirements for the two projects, noting that the implementation phase will be carried out according to clear standards that ensure quality of implementation and adherence to timelines, reflecting the company’s philosophy of seriousness in implementation and respect for procedures.
The company confirmed its reliance on strategic partnerships with major specialized entities, with Hafez Consultants handling the architectural design work for the two projects, while Sabbour is working as a structural consultant for the COY project. The company also announced its cooperation with Radisson Hotel Group to operate and manage the hotel apartments within the COY project, in addition to an agreement with Vodafone Egypt to implement smart communication systems (Triple Play).
It is worth mentioning that the “ZAT” project in the “Golden Square” area of October Gardens is built on an area of 10 acres, and it is a multi-use project that includes residential buildings of various sizes, an integrated commercial walkway, a “clubhouse” and smart services. As for the “COY” project, it is located in the heart of Sheikh Zayed, on an area of 10 acres, and includes 570 diverse residential units, and it is distinguished by the presence of hotel apartments, which makes it a unique investment and residential destination in the Egyptian market.
