Turtle Creek moved ahead with turbine inspections completed, ERAS interconnection entry on 2 June and total cost guidance tightened to below US$800m. Management also pulled commercial operation forward into the second half of 2028. Those are real project milestones, not just intentions. The problem is that this progress arrived alongside a US$15.2m quarterly net loss and adjusted EBITDA turning negative, driven by outages and higher purchased power. The bull story is alive on contracts and project set up, but it is not yet visible in current earnings or cash generation.

Bear case on reliability and cash strain gains traction

The cautious view focuses on regulatory and reliability risk at Merom, plus the cash drag from big capex and merchant exposure. Q2 gives that camp plenty to point to. Outage related downtime at Merom and higher replacement power costs helped swing Hallador Energy from US$8.2m profit a year ago to a US$15.2m loss, with adjusted EBITDA falling into the red and operating cash flow moving from a US$11.4m inflow to a US$23.9m outflow.
