BERLIN, June 18 (Reuters) - European leaders will discuss the future financial framework of the European Union and German Chancellor Friedrich Merz rejected the idea of common borrowing.

"From my point of view, I made it clear: there can be no new European debt," Merz said on Thursday, talking to reporters in Brussels. "The budget must be balanced."
