As part of the official launch of the AI-powered digital platform "Binaa," the Department of Municipalities and Transport signed a multilateral cooperation agreement on the sidelines of the Abu Dhabi Infrastructure Summit, hosted by the capital at the Abu Dhabi Energy Centre and organized by the Abu Dhabi Infrastructure Centre.

In addition to the Department, the parties to the agreement included the Abu Dhabi Civil Defense Authority, the Abu Dhabi National Energy Company (TAQA), and E& Emirates (formerly Etisalat). The entities agreed to unify procedures related to issuing building permits and related services, which will contribute to accelerating the issuance of approvals and permits, regulating the exchange of data, documents, and technical reviews among them, and other services related to building construction transactions.

The Benaa platform is the first of its kind in the region, representing a qualitative shift in the mechanism for submitting, reviewing, and approving building plans for new and existing projects in the Emirate of Abu Dhabi. It contributes to reducing the processing time by up to 70%, in addition to reducing costs and reducing waste by detecting "redundant designs," such as the use of heavy materials or unnecessary construction solutions in small buildings such as villas, without compromising the quality or safety of the construction.

Commenting on the platform's launch, His Excellency Mohammed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport, said: "We are pleased to launch the 'Binaa' platform in cooperation with our strategic partners. This platform represents a qualitative shift in the construction sector and supports our efforts towards a complete digital transformation of permitting processes supported by artificial intelligence technologies, while simultaneously establishing new global standards for efficiency and transparency in the provision of government services."

The department will implement the system in phases, allowing designers, contractors, and developers sufficient time to adapt to its mechanisms. In line with the objectives of the Year of Community, the department has allocated the first phase of implementation to new private villas, which have so far received approximately 20,000 applications annually. It will also enable all parties, including individual villa owners, their consultants, and contractors, to learn about the procedures and follow them up immediately and directly.

For his part, His Excellency Abdullah Mohammed Al Balooshi, Acting Executive Director of the Planning and Infrastructure Sector at the Department of Municipalities and Transport, said: “The launch of the ‘Binaa’ platform across the emirate paves the way for the establishment of new global standards for regulatory and supervisory frameworks for the building and construction sector. We call on architects, engineers, project owners, and all stakeholders to embrace this change, given the tangible opportunities and benefits it offers to everyone at all levels.”

This advanced platform leverages artificial intelligence and Building Information Modeling (BIM) technologies, launched in 2024 and showcased at GITEX World that same year, along with virtual and augmented reality technologies, to increase efficiency and ensure compliance with construction regulations and standards.

The department confirmed that the platform adopts an innovative approach to project review using the latest technologies. This virtual interface allows users to explore construction sites remotely and identify areas requiring review or improvement. On-site, augmented reality technology enhances inspection processes by integrating 3D design data with actual structures and spaces, enabling inspectors to identify areas requiring more accurate inspection.

In addition, the system includes an intelligent review tool capable of analyzing 2D plans of existing or old buildings that need modification or improvement, ensuring accuracy, compliance with regulations, and conformity with Abu Dhabi building standards. Currently, all 2D plans for new and existing buildings will continue to be manually reviewed, with artificial intelligence being gradually introduced into the process.

The department noted that "Binaa" allows relevant government agencies to access relevant plans and documents, providing a unified platform that enables contractors, project owners, and consultants to obtain the required permits and certifications. "Binaa" also provides a comprehensive view of each project's progress, from initial design to final completion, ensuring seamless coordination at all stages.
