Dubai, United Arab Emirates – As part of its celebration of International Youth Day, the Dubai Government Human Resources Department (DGHR) emphasized the leadership of its innovative Youth Council model, which has succeeded over the past three years in empowering young talent and transforming their ideas into pioneering strategic initiatives . This is in line with the department's established vision, which views youth as the primary engine of the future, a driving force for sustainable development, and a pivotal element in strengthening Dubai's position as a global capital of innovation and entrepreneurship .
His Excellency Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said: “Our wise leadership, under the leadership of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has placed great emphasis on youth, believing that they are the makers of tomorrow and the cornerstone of the nation’s progress. We at the Dubai Government Human Resources Department believe that true investment lies in people, especially promising youth who are capable of overcoming challenges and envisioning and shaping the future. The ‘Human Capabilities Project’ initiative translates this approach into a comprehensive institutional action plan that empowers individuals, contributes to enhancing the prosperity of institutions, and redefines development with a perspective that places people, creativity, and noble goals at the core of its priorities.”
In this context, Omar Al Ansari, Chairman of the Dubai Government Human Resources Department's Youth Council, emphasized that the journey was not without challenges, saying, "We set out with ambitious beginnings, rich in experiences and lessons, but our faith was our companion, and hard work our guide. We learned to dream without limits, plan with confidence, and expect the best. Today, we celebrate International Youth Day, reflect on a journey full of achievements, and look to the future with greater ambition."
The Youth Council was established in 2022 under the direction of the Director General, to serve as an internal advisory model that adopts the approach of large corporations in analyzing challenges and formulating solutions. Council members received training at the McKinsey Academy and successfully launched their first initiatives within the department. Their work expanded to include the "Design Your Future Job" project, in collaboration with the Dubai Youth Council. Launched as part of the Roya Careers Fair in 2023, the project has since become one of the most prominent youth initiatives in the emirate.
Following the completion of this project, the Department launched an advanced model for the Youth Council's work, based on four strategic tracks, which were adopted as an approved institutional framework for the next phase. These include the Partnerships Track, to enhance integration between Youth Councils and government and private institutions through joint qualitative initiatives; the Capacity Development Track, to hone the leadership, intellectual, and professional skills of youth and prepare them to pioneer change; the Artificial Intelligence and Digital Transformation Track, to leverage modern technologies to develop knowledge tools and innovative initiatives that contribute to shaping the future of jobs; and the Quality of Life Track, to support the psychological, physical, and financial balance of youth, and to establish a healthy and stimulating work and achievement environment.
This model represents one of the most prominent institutional models for institutional youth councils at the national level, reflecting the maturity of the experience and its transformation from internal work to influential community leadership.
The Council also developed another unique project based on artificial intelligence, called "Future Vision Foresight," which enables young people to explore their capabilities and design their career growth paths. This project has garnered widespread interest from leaders and managers in various entities inside and outside the government, prompting its adoption as a pioneering experiment applicable across various institutions.
Over the past year, the Youth Council has led a series of in-person and virtual meetings, including in the United States, China, the United Kingdom, Switzerland, Denmark, and South Africa, where it presented its pioneering projects, “Design Your Future Job” and “Future Foresight,” to leading global academic and research institutions, including the IMD World Competitiveness Center, the Gallup Foundation, the prestigious business schools at Harvard, Wharton, and Stanford, and the College of the Future at Arizona State University. These tours resulted in rich strategic dialogues and the exchange of knowledge and expertise with these leading global institutions in the field of future foresight, human development, institutional development, and enhancing economic and societal impact.
These projects have garnered widespread international attention, receiving widespread acclaim for their innovative nature and their ability to bring about a qualitative transformation whose impact extends from individuals to institutions and society. This global interaction resulted in the integration of the two projects into a unified vision, represented by the official launch of the "Human Capabilities Project" during the Dubai Youth Forum 2025. This strategic initiative aims to lead the global transformation in economic and societal development, starting with Dubai .
The project's first practical steps were taken through a pioneering experiment within the Islamic Affairs and Charitable Activities Department, with the active participation of its Director-General and employees. This represents a practical step toward generalizing the initiative and expanding its scope to include all government and private entities in the emirate.
The Dubai Government Human Resources Department Youth Council has participated in a number of joint initiatives with federal and local youth councils, most notably organizing an inspiring lecture titled “Leadership in Achieving the Impossible” in cooperation with the UAE Human Resources Development Council as part of the school awareness project. It also contributed to preparing and participating in a youth circle with the Dubai Youth Council titled “Sustainable Leadership: People x Innovation = The Essence of Dubai.” It also participated with the Roads and Transport Authority Youth Council in presenting visions and ideas on the future of mobility and sustainability, and cooperated with them in organizing a workshop and knowledge exchange session, which contributed to motivating the department’s employees to be creative and promote growth and future thinking.
The Youth Council looks forward with confidence and ambition to the future, relying on the "Human Potential Project" as a strategic compass that forms a roadmap toward a promising tomorrow.
