Badr Anouhi: "Integrated facilities management is a strategic transformation in public facility management that enhances the efficiency of facility operations and makes them smarter and more sustainable."

Dubai, United Arab Emirates, in a first-of-its-kind strategic transformation in the management of public assets and facilities, Dubai Municipality announced the adoption of the “Integrated Facilities Management Model,” which aims to create a single, integrated system that includes all facility services, maintenance and operation processes, to raise the efficiency of facilities management and achieve sustainable operational savings, in line with Dubai’s vision as a leading global city in public asset management.

This new transformation represents an unprecedented step in facilities management by unifying all operations and maintenance processes under a single, integrated framework. This framework encompasses approximately 2,000 public buildings and facilities, and over 246,000 assets, including parks, markets, beaches, service centers, and administrative buildings belonging to Dubai Municipality. The aim is to achieve a significant leap in efficiency, sustainability, and service quality. Operational efficiency is expected to increase by more than 15% compared to the previous decentralized system through meticulous planning, optimized resource utilization, and the deployment of smart technologies. The model also relies on advanced technologies, including the Internet of Things (IoT), predictive maintenance systems, and real-time digital dashboards, enabling data-driven decision-making and proactive service delivery.

Leadership in public asset management

Badr Anwahi, Executive Director of the Public Utilities Agency at Dubai Municipality , said: “The adoption of the integrated facilities management model represents a strategic shift in the management of public and governmental facilities, and a qualitative leap in the efficiency of operational processes for the utilities sector in Dubai Municipality. It is based on unifying all services and maintenance operations within a single system that enhances operational efficiency, makes it smarter and more sustainable, and places the municipality in a leading position in public asset management.”

Badr Anwahi added: “Dubai Municipality is leading the institutional transformation in public facilities management to confirm Dubai’s position as a global reference in this field, and continues its journey to make Dubai a leading city that is more sustainable and of higher quality of life, through the continuous improvement of services provided to the emirate’s residents, enhancing infrastructure readiness, and developing partnerships with facilities management leaders to improve operational efficiency and maintenance quality.”

Sustainable transformations

This model aligns directly with Dubai's green building and sustainability initiatives. It incorporates new contractual requirements and key performance indicators (KPIs) to ensure the use of sustainable materials and technologies, compliance with Dubai's green building regulations, and tangible improvements in energy and water consumption. Specific KPIs have also been adopted to reduce maintenance response times, enhance customer satisfaction, and measure the efficiency and quality of maintenance work .

Overall quality and efficiency

Through continuous analysis of data from various assets across the city, Dubai Municipality will be able to enhance energy efficiency, improve resource management, and reduce its carbon footprint. The new system offers greater capacity for faster fault detection, maintenance scheduling based on actual needs, and proactive forecasting of asset requirements, thereby minimizing downtime, reducing waste, and raising the level of service in public facilities.

By unifying facilities management operations within a smart, sustainable and integrated model, Dubai Municipality is consolidating its position as a leading reference in public asset management at the regional level, enhancing its operational capabilities, supporting sustainability goals and raising the quality of experience in public facilities in line with Dubai’s vision for the future.
