Zawya - Press Releases: Dubai Municipality awards contracts for five projects within the "Tasrif" program at a total cost of AED 2.5 billion

Dubai, United Arab Emirates, in implementation of the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, may God protect him, to develop an advanced and flexible infrastructure and enhance the efficiency of the rainwater drainage system to meet the needs of the Emirate of Dubai for the future; Dubai Municipality announced the awarding of five new project contracts within the second phase of the “Tasrif” program to develop the rainwater drainage network in Dubai, at a total cost of AED 2.5 billion, which will serve an area of 30 vital areas spanning 430 million square meters, with an estimated population of 3 million people by 2040 .

Dubai Municipality signed contracts for new projects with a selection of leading international companies in the implementation of infrastructure projects, including: DeTech Contracting , China Estate Construction Engineering Corporation, and specialized consulting firms. The contracts will include three implementation contracts and two contracts for studying and designing a rainwater drainage system in specific areas of the emirate .

The announcement of this new package comes as a complement to what was announced in April 2025, regarding the awarding of the first four projects within the first phase of the project, reflecting the phased and strategic approach that the municipality is following in developing the rainwater drainage system, and enhancing the city’s readiness to deal with future climate changes and the requirements of rapid urban expansion .

The new projects represent a qualitative step in the path of building and developing an integrated and flexible drainage system that contributes to reducing the risks of water accumulation, raising the efficiency and sustainability of the infrastructure, and enhancing the quality of life in the emirate, in line with the objectives of the Dubai Urban Plan 2040 and the national plans to achieve climate neutrality .

His Excellency Engineer Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, affirmed that the “Tasrif” program is one of the main pillars for developing the infrastructure in the emirate and making it more sustainable. It reflects the emirate’s proactive approach to sustainable urban planning, to build a model future city that is a leader in its advanced infrastructure designed to keep pace with rapid urban growth and future climate changes .

His Excellency said: “The drainage program represents a practical model for long-term strategic planning adopted by Dubai Municipality in every daily task and transformative project within its efforts to manage the city’s operations and assets. Our goal is to develop an integrated system for managing and draining rainwater, which supports the city’s readiness, maintains the sustainability of its resources, and preserves the safety and quality of life of its residents and visitors, thus consolidating Dubai’s position as the best city to live and work in the world .”

For his part, Engineer Adel Mohammed Al Marzouqi, Executive Director of the Waste and Sewerage Agency at Dubai Municipality, said: “The new projects within the second phase of the drainage program are an advanced step to raise the efficiency and sustainability of the rainwater drainage system, improve the quality of the network in vital areas within Dubai and enhance its capacity, which constitutes a qualitative addition in the path of preparing the infrastructure of the drainage system to face climate changes, maintain the sustainability of services and the continuity of business, and raise the levels of safety and quality of life of the emirate’s residents and visitors .”

Sheikh Mohammed Bin Zayed Street and Al Yalayis

As part of the project implementation contracts, a main tunnel with a diameter ranging between 4 meters will be constructed to connect the urban communities located along Sheikh Mohammed Bin Zayed and Al Yalayis streets to the main rainwater drainage network of Dubai Municipality, which will contribute to increasing the capacity for water flows, achieving high operational flexibility, and supporting the sustainability of urban growth in one of the most vital areas in the emirate .

Sheikh Zayed Road and Al Jamayel

  The projects also include the construction of a comprehensive stormwater drainage network between Sheikh Zayed Road and Al Jamail Street, spanning 27 kilometers and featuring tunnels and advanced drainage systems. This project serves strategic transportation hubs, enhances infrastructure resilience in one of the emirate's most important industrial and logistics development zones, ensures the continuity of essential businesses and services, and minimizes water accumulation .

Dubai - Al Ain Road

  As part of enhancing rainwater management in the interior regions, the projects will include the construction of a drainage tunnel and a modern pumping station along Dubai-Al Ain Road and Sheikh Zayed Bin Hamdan Al Nahyan Street, with the aim of regulating water collection and discharge operations, in addition to implementing a rainwater collection lake .

Comprehensive design contracts

  Dubai Municipality has awarded contracts for the design of an integrated system for rainwater and groundwater drainage in the Al Marmoom and Saih Al Salam areas, to connect them to the main drainage network on Al Qudra Street, which supports tourism and residential activities in these environmental areas, and maintains environmental balance according to the highest sustainability standards .

This new package of the AED 30 billion "Tasrif" program embodies Dubai Municipality's firm commitment to developing a smart and flexible infrastructure, based on innovative engineering solutions, that contributes to consolidating Dubai's position as a leading global city in sustainability and urban resilience .
