Dubai, United Arab Emirates, June 16, 2026: Dubai Municipality launched the “Specialized Asset Management Strategy 2026–2030”, which represents an institutional framework aimed at developing the asset management system, ensuring the efficient utilization of government assets and enhancing their sustainability, and establishing best institutional practices in asset lifecycle management, thereby supporting the quality of municipal services and enhancing spending efficiency and optimal use of resources .
The specialized strategy aims to build an integrated asset management system, from planning to operation. This system is based on the principles of effective governance, reliance on high-quality data, and long-term planning that ensures predictability and proactivity, enhances operational and maintenance efficiency, and guarantees asset sustainability and value maximization. It also supports the readiness of assets to efficiently and flexibly meet the needs of the city and community. Furthermore, it reflects the municipality's commitment to employing the latest practices to enhance quality of life, in line with Dubai's future aspirations to build a smart, sustainable city.
Overall asset management strategy
In addition to the specialized plan, Dubai Municipality developed the “General Strategy for Asset Management”, which is an umbrella that unifies the municipality’s institutional and strategic directions and its institutional approach to managing government assets, and highlights the main principles on which the municipality is based in developing the asset system, and enhancing integration between the technical, financial and operational aspects.
His Excellency Engineer Marwan Ahmed bin Ghalita, Director General of Dubai Municipality , said: “The specialized asset management strategy and the overall asset management strategy represent a clear roadmap that consolidates Dubai Municipality’s institutional approach to the sustainable and comprehensive management of its assets according to global standards. They reflect our continuous commitment to developing a pioneering and proactive model in managing government assets, which supports the achievement of our strategic objectives and reinforces the municipality’s position as a leading government entity in adopting modern practices that enhance asset sustainability and raise the efficiency of services. For his part, Engineer Nasser Hamad Boushahab, Executive Director of the Planning and Governance Sector at Dubai Municipality , affirmed that the development of these strategies reflects Dubai Municipality's proactive approach to enhancing its institutional readiness to meet current and future demands. He stated, "The two strategies provide a precise and practical framework for improving the quality of asset-related decisions and prioritizing needs, thereby increasing integration among the organizational units responsible for asset management and ensuring positive outcomes that will benefit Dubai's residents, visitors, and the wider community."
