The Dubai Maritime Authority, part of the Ports, Customs and Free Zone Corporation, and the Ras Al Khaimah Transport Authority signed a memorandum of understanding to enhance joint coordination and develop operational mechanisms in the areas of regulating maritime traffic and services between the emirates of Dubai and Ras Al Khaimah, including regulating the movement of visiting foreign yachts and pleasure boats. The memorandum aims to standardize procedures, improve operational efficiency, and support the UAE's objectives in developing the maritime sector and promoting maritime tourism .
The memorandum of cooperation was signed on behalf of the Dubai Maritime Authority by Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, Executive Director of the Dubai Maritime Authority, and on behalf of the Ras Al Khaimah Transport Authority by His Excellency Engineer Ismail Hassan Al Balushi, Director General of the Authority, in the presence of His Excellency Dr. Rashid Rashid Al Mahrazi, Director General of Ras Al Khaimah Customs, and a number of officials from both sides.
The memorandum comes within the framework of the strategic directions of the governments of Dubai and Ras Al Khaimah aimed at enhancing institutional integration between government entities, consolidating cooperation frameworks that support economic and logistical development, and adopting global best practices in regulating the movement of visiting foreign yachts. Under the memorandum, the two parties will work on preparing a unified procedural guide regulating the movement of visiting foreign yachts and pleasure boats between the two emirates, clarifying the roles and responsibilities of the concerned parties, including the competent authorities, maritime agents, owners and operators of marine vessels and their crews, as well as owners of tourist marinas, thus contributing to enhancing the efficiency and standardization of procedures .
During the signing ceremony, Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, Executive Director of the Dubai Maritime Authority, affirmed: “This memorandum represents an important step towards enhancing integration between maritime entities in the country and developing a more efficient and flexible system for regulating the movement of visiting foreign yachts between the Emirates. This cooperation comes within the framework of the Dubai Maritime Authority’s ongoing efforts to simplify procedures, provide advanced maritime services, and enhance the experience of yacht owners and visitors, thus supporting Dubai and the UAE’s leading position as a global destination for maritime tourism .”
He added: “Through this cooperation, we are working to unify operational procedures, enhance digital integration, and consolidate partnerships with various government entities, which will contribute to raising the efficiency of services, supporting the growth of the maritime sector, and achieving the goals of the blue economy, in accordance with the best global standards and practices .”
For his part, His Excellency Engineer Ismail Hassan Al Balushi, Director General of the Ras Al Khaimah Transport Authority, affirmed that the signing of the memorandum of cooperation embodies the keenness of both sides to consolidate the institutional partnership and enhance integration in organizing maritime traffic and services, which contributes to unifying procedures, raising the efficiency of operational processes, and facilitating the movement of visiting foreign yachts between the Emirates of Dubai and Ras Al Khaimah, in accordance with best global practices .
He added that this memorandum represents a qualitative step towards supporting the state’s objectives in developing the maritime sector and promoting maritime tourism, through the exchange of experiences and integration of roles between the concerned parties, which will positively reflect on the quality of services provided to customers, enhance the competitiveness of the Emirate of Ras Al Khaimah as a maritime and tourist destination, and contribute to consolidating the position of the UAE as a leading global center for maritime services and activities .
The memorandum also stipulates the formation of a joint working group to follow up on the implementation of the initiatives stemming from it, and to establish mechanisms for continuous coordination between the two parties, in order to ensure the effective application of the procedures and the achievement of common goals .
This step comes as part of the two sides’ efforts to enhance the competitiveness of the maritime sector, support integration between government entities, and consolidate the UAE’s position as one of the world’s leading destinations for yachts and marine tourism, through the development of an advanced maritime services system characterized by efficiency, flexibility and sustainability .
