QuantumGate's crypto asset discovery tool supports one of the first nationally coordinated programs for the transition to post-quantum cryptography globally.

The national cryptographic libraries and quantum communication technologies developed at the Institute of Technological Innovation form the technical basis for all these solutions.

Abu Dhabi, United Arab Emirates – The UAE Cyber Security Council signed an agreement yesterday with the Advanced Technology Research Council and its affiliates, as part of their participation in the Make in the UAE 2026 exhibition. The agreement aims to accelerate the country’s transition to post-quantum cyber security and enhance national resilience in the face of evolving cyber threats.

The contract was signed between VentureOne, the commercialization arm of the Advanced Technology Research Council (ATRC), and the Cyber Security Council. It covers the deployment and scaling of cybersecurity solutions, supporting one of the world’s first coordinated national programs for the transition to post-quantum cryptography. The solutions are based on cryptographic libraries developed by the Technology Innovation Institute (TII), QuantumGate’s Cryptographic Asset Discovery Tool ( CDT ), and entanglement-based quantum key distribution ( EQKD ) technology developed at TII and commercialized by VentureOne.

This expanded cooperation comes amid escalating cyber risks globally and regionally, as well as the long-term challenges posed by the development of quantum computing.

His Excellency Dr. Mohammed Al-Kuwaiti, Head of Cybersecurity for the UAE Government, said: “Preparing for the era of quantum computing is a strategic priority at the national level, and strengthening the cryptographic infrastructure today is a fundamental guarantee for the security of the digital infrastructure in the future. Through our ongoing collaboration with the Technology Innovation Institute, Venture One, and QuantumGate, we continue to build agile and future-ready cyber capabilities, enhancing the UAE’s readiness for the era of quantum computing and supporting a secure and coordinated national transition towards post-quantum encryption technologies.”

For his part, His Excellency Shihab Issa Abu Shihab, Director General of the Advanced Technology Research Council, said: “The transition to quantum-safe cybersecurity cannot be postponed until quantum threats actually emerge. The UAE must act today to enhance the resilience of its digital infrastructure and critical systems. Through this collaboration with the Cyber Security Council, we are accelerating the deployment of sovereign cybersecurity technologies developed within the Advanced Technology Research Council ecosystem, and supporting the country’s long-term transition towards cybersecurity that can withstand quantum threats.”

The Cyber Security Council will work with QuantumGate to expand the deployment of its crypto asset discovery tool. Developed in Abu Dhabi, this powerful tool supports crypto asset discovery, crypto inventory management, and vulnerability assessment. It has been customized to the requirements of the National Cryptography Center, enabling organizations to establish a structured transition path to a robust, quantum-resistant security architecture. Furthermore, it empowers critical public and private sector organizations to plan and implement their migration to quantum-resistant cryptography standards.

Dr. Najwa Al-Araj, CEO of both the Technology Innovation Institute and QuantumGate, said: “The Cryptographic Asset Discovery Tool ( CDT ) provides the capabilities needed to understand cryptographic exposures within complex environments, enabling organizations to confidently move to more secure solutions. Through joint work with the Cyber Security Council, we are helping to transform the national vision into actual operational readiness, and supporting vital sectors in their preparation for the post-quantum computing era.”

Following the successful pilot phase, the Cyber Security Council will also deploy VentureOne’s entanglement-based quantum key distribution ( EQKD ) technology, along with other advanced solutions in cryptography and post-quantum cybersecurity. EQKD technology, which leverages quantum communication, uses quantum entanglement to generate highly secure encryption keys and has already been used to securely connect data centers belonging to a major entity in Abu Dhabi. This technology will be scaled up across government and enterprise environments in parallel with the deployment of other post-quantum cybersecurity capabilities.

The UAE’s efforts in this area are based on national cryptographic libraries developed and overseen by the Technology Innovation Institute, with VentureOne handling their commercialization. These libraries form the foundation of the UAE’s cryptographic endeavors. Designed to integrate with widely deployed governmental and institutional systems, they encompass both traditional and post-quantum algorithms, supporting a coordinated and scalable transition to cybersecurity that can withstand quantum threats.

The Technology Innovation Institute’s Security Lab will also contribute to these efforts. The lab is one of the few specialized facilities in the UAE for cryptographic compliance testing, verifying that crypto assets comply with national regulations and approved standards, thereby enhancing the reliability and security of deployment and application processes.

The initiative also includes national readiness programs, competency training, and awareness campaigns to help institutions prepare for the transition to quantum cybersecurity, in accordance with approved international standards, including those of the US National Institute of Standards and Technology ( NIST ).
