The Dubai Sports Council and Dataflow Group today announced the launch of “Mu’ahil” , a quality governance framework that establishes a new standard of trust in the emirate’s sports system, by adopting primary source verification as a mandatory institutional procedure for accrediting the qualifications of sports personnel in Dubai.
The name "Mu'ahil" reflects the framework's core principle and its fundamental promise: that every individual within Dubai's sports system will meet documented and internationally recognized standards. For the first time, all sports personnel working in federations, academies, and fitness facilities registered in Dubai are subject to a unified and documented qualifications framework.
Through “Muahil”, qualifications are verified directly with their issuing bodies — including educational records, professional certificates, employment records and professional licenses — to ensure their authenticity from their original source and not through copies or self-declarations.
Qualified personnel are registered in a central registry accessible to federations, academies, and fitness facility operators via the TrueProfile.io platform. For the first time, sports organizations in Dubai have a unified and continuously updated source to ensure that those working within their network hold verified qualifications.
Effective July 9, 2026 , all sports personnel working in federations, academies, and fitness facilities registered in Dubai will be required to complete a verification process within the "Qualified" framework. The framework currently begins with fitness coaches, personal trainers, and fitness facility operators, with a clear roadmap for future expansion to encompass the entire Dubai sports ecosystem—including physical education teachers, coaches, sports club staff, athletes, and event personnel.

In addition to qualification verification, "Mu'ahil" includes additional levels of verification. Primary source verification authenticates qualifications directly from the issuing authorities. Where applicable, industry professionals also undergo background checks, including criminal record checks, cross-checks against global databases via the CrossCheck service, and digital fingerprinting. Submitted documents are also assessed for authenticity and integrity using the Dataflow platform.
The 53 registered Dubai sports federations and major fitness facility operators will gain access to a verified database of professionals via the TrueProfile.io platform. Verification is done once per certification and does not require resubmission — one verification per certification, a unified standard, and a sports community built on trust.
