The Trump administration is doubling down on quantum computing

Following recent plans to allocate $2 billion to nine quantum computing companies in exchange for equity, the market has received another major catalyst.

On Monday, June 22, U.S. President Donald Trump officially signed two major executive orders regarding quantum computing. The directives aim to accelerate breakthroughs in domestic quantum technology and comprehensively upgrade the federal cybersecurity defense system. Tuesday premarket, quantum computing concept stock Infleqtion, Inc.(INFQ.US)  rose approximately 5.8%, with IBM Corp(IBM.US)  and D-Wave Quantum(QBTS.US)  also posting gains of varying degrees.

Key Highlights of the Executive Orders

The latest executive orders deliver two critical mandates:

Deploying Research-Grade Quantum Computers by 2028: The Trump administration requires federal agencies to collaborate closely with private enterprises and academia to deploy an advanced quantum computer capable of practical scientific research by 2028. Additionally, the order outlines plans to deploy quantum sensors and quantum networks within the next five years to complement or replace existing GPS systems in complex environments.

Accelerating Post-Quantum Cryptography (PQC) Migration to 2030: The deadline for migrating critical government computer systems to quantum-resistant cryptography has been moved forward to 2030, several years ahead of the previously set 2035 target. This rigid timeline will undoubtedly trigger massive demand for security replacements.

These executive orders highlight the administration's urgency to ensure the U.S. maintains its lead in the quantum race. Quantum technology is poised to drive breakthroughs in AI, materials science, and chemistry, but it also introduces severe cybersecurity risks.

Summary & Investor Takeaway

The core significance of this executive order is that quantum computing has officially been integrated into the mandatory enforcement agenda of the U.S. federal government. Moving beyond mere research grants, the government is now mandating tangible infrastructure construction and security migration.

However, investors should remain cautious. The commercialization timeline for fault-tolerant, universal quantum computers remains long. Multiple technical pathways coexist, and industry standards have yet to be established. Most pure-play quantum stocks operate under high R&D costs and are not yet profitable, making their stock prices highly volatile and sensitive to news.
