Riyadh: Umm Al-Qura University and the National Center for Privatization announced the launch of the request for expressions of interest (RFE) phase for the project to complete and operate Umm Al-Qura University Hospital in partnership with the private sector in the Makkah region. The project will be a public-private partnership (PPP) with a 30-year design, build, finance, operate, and maintain contract. The project aims to revitalize a strategic national asset by activating an existing hospital and transforming it into a fully operational, comprehensive university hospital with a capacity of 391 beds.
The scope of the project includes the rehabilitation and completion of the remaining construction work for the hospital, as well as the full operation of the hospital through the provision of integrated health and clinical services including inpatient services, outpatient clinics, emergency, surgical operations, diagnostic services, with the provision of basic medical specialties, facility management and supporting medical services.
The Umm Al-Qura University Hospital project contributes to supporting medical education, training, and scientific research for national talent, in addition to providing high-quality specialized and secondary healthcare services to the region's residents. The project is based on promoting the optimal use of state assets and achieving financial sustainability in line with Saudi Vision 2030. This is accomplished by empowering the private sector to equip and operate the assets, thereby increasing the efficiency of government spending, managing human resources, and ensuring integration with the university's medical education and training programs in accordance with market needs and best global practices.
The organizers invite investors, financial institutions, and local and international operators to review the Request for Expression of Interest (RFI) document containing project information by visiting the National Center for Privatization’s website www.ncp.gov.sa. The deadline for submitting RFIs is July 21, at 11:59 PM Saudi Arabia time.
