Dubai – The Dubai Government Human Resources Department concluded the first edition of the Human Resources Forum 2026, which was held under the title “Human Resources in the Age of Assistive Artificial Intelligence,” and under the slogan “Assistive Artificial Intelligence at Work. Humans in Decision Positions. Policies Chart the Course,” with the participation of an elite group of government leaders, policymakers, and technology and human resources experts from the public and private sectors.
The forum comes at a time of rapid transformation in the world of work with the emergence of a new generation of artificial intelligence assistant systems, capable of supporting operations, contributing to task execution, and influencing decisions. As governments around the world continue to explore the opportunities offered by these technologies, the need to develop frameworks, policies, and institutional capabilities that ensure their responsible, effective, and sustainable deployment becomes increasingly apparent.
The transformation in the world of work
The forum featured a series of dialogue sessions and executive discussions that addressed the implications of assistive artificial intelligence on jobs, skills, institutional leadership and the future of human resources, in addition to reviewing global experiences and practices related to employing these technologies in work environments.
It also witnessed broad participation from government leaders, policymakers, technology and human resources experts, along with speakers from leading national and international institutions in the fields of technology, education and human capital development, including LinkedIn , SAP, Emirates Global Aluminium, Alef Education and the Abdullah Al Ghurair Foundation, in addition to representatives from the Dubai Government Human Resources Department, Dubai Digital, the Telecommunications Regulatory Authority, the Digital Government and a number of government agencies and national institutions.
Artificial intelligence to assist at work
Participants discussed the opportunities that assistive artificial intelligence provides to enhance productivity, improve service quality, and increase operational efficiency, in addition to reviewing a number of global experiences and practices related to employing intelligent systems in work environments.
The sessions also addressed the importance of developing skills and building the institutional capacities necessary to deal with the rapid transformations taking place in the labor market, in order to ensure the workforce is ready for the requirements of the next stage.
Human beings in decision-making positions
In this context, His Excellency Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, affirmed that the transformation the world is witnessing today goes beyond traditional automation to a new generation of smart systems capable of supporting operations, contributing to the implementation of tasks, and influencing decisions. This requires governments to develop frameworks and policies that keep pace with this transformation while simultaneously preserving the values upon which government work is based.
His Excellency said: “Artificial intelligence is capable of supporting work, analyzing information, and providing recommendations, but it cannot replace human judgment or bear the responsibility for decisions. Hence, our vision is based on three main pillars: artificial intelligence assisting in work, humans in the decision-making position, and policies that chart the course. Technology can support work, but humans must remain the ones with judgment, accountability, and public value.”
Policies chart the course
During the forum, the Dubai Government Human Resources Department presented the white paper on the governance of artificial intelligence assistance in human resources systems, which addressed the most prominent global trends related to the use of smart systems in human resources operations, the challenges and considerations related to accountability, transparency and institutional trust, in addition to the opportunities that these technologies provide to improve efficiency, employee experience and the quality of decisions.
The white paper served as a reference for the discussions held at the forum regarding the requirements of governance and the responsible use of artificial intelligence in government human resources systems.
The forum also included a session of the department’s policy lab, with the aim of gathering the visions and recommendations put forward by the participants and building on them in developing future directions and policies that support the readiness of government agencies for transformations related to artificial intelligence and the future of work.
Towards the second phase of the dialogue
This edition is the first stop of the Human Resources Forum 2026, as this year the forum was designed in two interconnected versions, so that the discussions, visions and recommendations that came out of the first edition form the basis for the dialogue that will be completed during the second edition, in order to enhance the continuity of the discussion about the future of government work and the requirements of readiness for the next stage.
By combining policy, technology and human capital perspectives, the forum contributed to establishing a strategic dialogue on the future of work in the age of assistive artificial intelligence, and supporting efforts to build a more prepared, flexible and able government to benefit from emerging technologies, while keeping the human being in the decision-making position, trust at the heart of the transformation process, and public value as a fundamental goal of government development.
