Dubai - Mubasher: Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, issued Law No. (1) of 2025 regulating the logo of the Emirate of Dubai and the Government of Dubai .

According to the Emirates News Agency (WAM), the law stipulates that the Emirate of Dubai shall have its own logo, reflecting its identity, civilization, values, principles and orientations.

The law specified the form of this logo according to models (1) and (2) attached to the law. It also stipulated that the Dubai government should have its own logo, derived from the emirate’s logo, and specified its form according to models (3) and (4) attached to the law .

According to the law, the emblem of the Emirate of Dubai is the property of the Emirate, and the emblem of the government is the property of the government, and both are protected under this law and the legislation in force in the Emirate.

The protection provided for under this law extends to the logo attached to Law No. (17) of 2023 regarding the logo of the Emirate of Dubai, and it is prohibited for any person to use it as it is owned by the emirate .

The law stipulates that the logo of the Emirate of Dubai shall be used in places, occasions, documents and seals belonging to the entities designated by the Head of the Dubai Ruler’s Court in this regard.

No person other than government departments, public bodies and institutions, government authorities and councils, or any other public entity affiliated with the Government of Dubai, may use the emblem of the Emirate of Dubai except with special permission from the Chairman of the Court or his delegate, and this use must be in accordance with the controls specified in this permission .

The law stipulates that the logo shall be used in accordance with the manner, requirements and specifications specified in the guide prepared by the General Secretariat of the Executive Council of the Emirate of Dubai, and approved by His Highness the Chairman of the Executive Council by virtue of a decision issued by him in this regard .

According to the law, it is prohibited for anyone other than government agencies and other entities authorized to use the logo in any form or by any means, before obtaining the permission specified in the law.

It is also prohibited to use the logo for commercial purposes or for the purpose of advertising and promoting products, goods, materials or tools, as well as to assault the logo in any way, or use it in any way that distorts it or affects its value or status, and to use the logo in any activity or event that conflicts with the values and principles of the Emirate of Dubai, or conflicts with public order and public morals .

Anyone who knows that any person has committed any of the prohibited acts must report it to the competent authority, which is the Department of Economy and Tourism in Dubai and the authorities supervising the special development zones and free zones, including the Dubai International Financial Centre, or the competent judicial authorities, so that they can take the necessary legal measures against the perpetrators .

The law stipulates that without prejudice to any more severe penalty stipulated in any other legislation, anyone who assaults the logo in any way, or uses it in any way that distorts it or affects its value or status, or uses the logo in any activity or event that is inconsistent with the values and principles of the Emirate of Dubai, or conflicts with public order and public morals, shall be punished by imprisonment for a period of not less than three months and not more than five years and a fine of not less than one hundred thousand dirhams and not more than five hundred thousand dirhams, or by either of these two penalties. In the event of conviction, the court shall rule to confiscate the tools and equipment used in committing the crime .

The law obliges any person who uses the logo on the date of the enforcement of this law, other than government agencies or entities authorized to use the logo, including the logo attached to Law No. (17) of 2023 regarding the logo of the Emirate of Dubai, to remove it and stop its use completely, within thirty days from the date of the enforcement of this law, unless he has obtained the special permission specified in accordance with the law .

The provisions of the penalties and sanctions stipulated under this law shall apply to any person who commits any of the prohibited acts contained therein, by using the logo attached to Law No. (17) of 2023 regarding the logo of the Emirate of Dubai, and the Chairman of the Executive Council of the Emirate of Dubai shall issue the necessary decisions to implement the provisions of this law .

This law replaces Law No. (17) of 2023 regarding the emblem of the Emirate of Dubai, and any text in any other legislation is repealed to the extent that it conflicts with the provisions of Law No. (1) of 2025, which shall be published in the Official Gazette and shall be effective from the date of its publication .
