US-listed rare earth and critical-minerals names are back in focus after fresh policy support. On Monday, 5E Advanced Materials, Inc.(FEAM.US) jumped over 30%, while bellwether MP Materials(MP.US) has rebounded more than 40% off its lows. As Washington accelerates its domestic "critical minerals" supply-chain build-out, a "rare earth storm" is reheating on Wall Street.
The key questions for investors: is the rally sustainable, and which listed companies is the administration pulling into the policy inner circle?
$3B deployed directly — not just talk
On Friday, Trump hosted a critical-minerals roundtable with 200+ mining executives, investors and policymakers — including Rio Tinto plc Sponsored ADR(RIO.US), BHP Group Ltd Sponsored American Depositary Receipt Repr 2 Shs(BHP.US), Freeport-McMoRan, Inc.(FCX.US), MP Materials(MP.US), USA Rare Earth(USAR.US), Energy Fuels Inc.(UUUU.US), United States Antimony(UAMY.US), SUNRISE ENERGY METALS LTD(SREMF.US) and The TMC the metals company Inc.(TMC.US). The administration announced roughly $3 billion for critical minerals and battery supply chains, covering battery materials, scandium, and advanced magnets.
In parallel, EXIM provided $58 million in financing: Westwater Resources Inc(WWR.US) ($25M for Alabama natural graphite), 5E Advanced Materials, Inc.(FEAM.US) ($8M for California boron), and $25M to expand tantalum/niobium processing.
The "real money" push began earlier this year:
- January: executive order to renegotiate processed mineral imports; the government took a 10% stake in a US rare earth firm (as part of a $1.6B deal) and invested $150M in ATALCO to build the country's only gallium producer.
- February: launched the ~$12B "Project Vault" strategic reserve.
- July: tightened defense-supply-chain procurement rules.
- August: the latest concentrated capital injection — signaling a shift from planning to execution.
Defense primes are now "buying the mines" too
Lockheed Martin Corporation(LMT.US) is negotiating long-term offtake deals to secure US-produced scandium and germanium. On scandium, it is in talks with Canada's NioCorp Developments Ltd.(NB.US) for ~15 tonnes/year from a Nebraska mine due online in 2028 — equal to roughly a quarter of global demand (~60 t/yr). Scandium strengthens heat-resistant aluminum alloys for fighter jets; the US has had no commercial production since 1969, with Rio Tinto as North America's only current producer.
Separately, Lockheed is discussing germanium with Teck Resources(TECK.US) and 5N PLUS INC(FPLSF.US) (building US recycling/processing). The prime's move reflects a shift from weapons maker to supply-chain investor, complementing Washington's backing of MP Materials and USA Rare Earth to build a domestic mining-to-magnet chain.
Goldman Sachs: vertical integration accelerating, clear upside
Goldman argues AI, electrification and supply-chain security are jointly lifting demand; rare earths and strategic metals — with concentrated supply and tightening export controls — are now a top resource theme. The industry is consolidating into "mine-to-magnet" integration to bypass midstream bottlenecks, while the US government evolves from policymaker to "capital partner" via financing, equity and reserves. Goldman sees significant upside, with consolidation and capex likely to intensify.
The ripple effect is spreading — which names deserve attention?
As policy moves into execution, several companies have already secured government funding or supply-chain backing. The directly catalyzed leaders:
- MP Materials(MP.US) — US rare earth leader across mining, separation, and magnets.
- USA Rare Earth(USAR.US)— up to ~$1.6B government support + equity stake; advancing Round Top mine and domestic magnet capacity.
- Energy Fuels Inc.(UUUU.US) — up to $725M government loan; acquired VAC to enter magnet manufacturing.
- Westwater Resources Inc(WWR.US)& 5E Advanced Materials, Inc.(FEAM.US)— latest round directly named: $25M graphite / $8M boron.
Beyond these, the broader opportunity set:
